€ 30 million SME credit line to NBE

The board of AFD approved on December 16th 2009 a concessional loan of € 30 million to National Bank of Egypt (NBE), the most important public bank of Egypt. This loan will be used to finance the development of SMEs in Egypt (mesofinance). This project will contribute to the first objective of the Country Strategy of AFD in Egypt for the period 2009-2011. The first objective of the Strategy is to promote the development of a modern, competitive private sector, by supporting private initiative and SMEs. Construction of the second phase of the third line of the Cairo metro

44M€ soft loan to the Government of Egypt, for the construction of Cairo Metro Line 3 Phase 2. Cairo Metro already includes two lines, ensuring 17% of the city’s public transport demand. The project’s objective is to improve the living and transport conditions of Cairo inhabitants. The first phase of Metro Line 3 is currently under construction (3.5 km and 5 stations). The project will finance the 7.12 km second phase, including 4 new underground stations. >> More about this project


Improved public transport system in Cairo

The 1M€ FFEM grant, managed by AFD, will finance expertise and technical supports to pilot projects improving public transport in Greater Cairo. The project will promote an efficient, integrated, multimodal, tiered mass transport system and will also contribute to awareness campaigns and capacity building within stakeholders, on sustainable transport issues. The project will be co-financed by the Global Environment Fund (GEF) for a total amount of 2.87 M. >> More about this project


Improved water and sanitation services project (IWSP)

40M€ soft loan to the Government of Egypt for the improvement of water and wastewater services in four Governorates in the Nile Delta region (Damietta, Sharqeyah, Gharbeya and Beheira). The project will be implemented by the Holding Company for Water and Wastewater and its four affiliated companies in the Governorates. It will be co-financed with the European Commission, KfW Development Bank and the European Investment Bank (EIB) for a total amount of 295M€. Technical Assistance to the Farmers of West Delta

1,5 M € Grant. This project is complementary to the West Delta Conservation and Irrigation Rehabilitation Project. It brings a technical assistance to the small farmers of the West Delta irrigation perimeter, so that they can take part in the new irrigation scheme. The project is financed by a grant to the Ministry of Water Resources and Irrigation, within the framework of the Commercial Capacity Building Programme (PRCC) managed jointly by the AFD and the French Ministry of Finance. >> More about this project


Gabal El Asfar wastewater treatment plant extension, Stage II Phase II

50M€ soft loan to the Government of Egypt to extend Gabal El Asfar wastewater treatment plant, which processes Cairo East Bank used water. The project will be co-financed by the African Development Bank and will provide an additional treatment capacity of 500 000 to 600 000 m3/d for the existing plant. The final capacity will reach 2.5 Mm3/d, equivalent to 7.5 M inhabitants. >> More about this project

Credit facility for the environment (Second Egyptian Pollution Abatement Project)

The AFD credit line will finance the first component  of the EPAP (EgyptianPollution Abatement Project). This component consists in an investment facility  for pollution abatement, cleaner production and energy efficiency projects carried out by the Egyptian industrial sector. West Delta Water Conservation and Irrigation Rehabilitation Project

25 M € soft loan for the Government of Egypt (Ministry of Water Resources and Irrigation) for the construction of a water distribution network and a conveyance system bringing water from the Rosetta Branch of the Nile River to the farms that developed on each side of the Cairo-Alexandria desert road, South of Sadat City. This new water resource will replace underground water pumping. This Project is co-financed by the World Bank. Development of Saqqara archeological site

500 000 € Grant. The objective of this project is the conservation, development and management of Saqqara archaeological site (Memphis Necropolis, South of Cairo).The grant will finance the preparation and part of the implementation of a development plan for the site. The project’s owner and implementing agency is the Supreme Council of Antiquities of Egypt. >> More about this project

 


Project cycle

1. Funding request submitted by the beneficiary to AFD’s Cairo office
2. Feasibility study: more or less detailed according to the project’s characteristics, and generally performed by a consultant under the lead of the beneficiary
3. Appraisal & financing plan by the beneficiary and AFD’s headquarters teams.
4. Financing decision: by AFD’s Board, as soon as the conditions for a sound project execution are fulfilled
5. Negotiations of the loan or grant agreement
6. Implementation under the responsibility of the beneficiary
7. Monitoring & supervision of the project physical and financial implementation by Cairo Office
8. Evaluation of project management and its impact on development
